Colonel Michael “Mike” McCully is a native of Castro Valley, Calif. He joined the U.S. Air Force in 1984 after graduating from California State University, East Bay, with a Bachelor of Arts in Communications and the Air Force ROTC Program at the University of California at Berkeley. He holds a master’s degree in Computer and Information Resource Management and Human Resource Development from Webster University. A Master of Public Administration with options in Public Management and Healthcare Administration from California State University, East Bay. A Doctorate in Health Administration from Central Michigan University.
After eight years and three tours (Desert Storm Veteran), he left active duty in 1992. He joined the Air Force Reserve in 1993 and the Department of Veterans Affairs (VA) that same year, with later positions in the Veterans Benefit and Healthcare Administration(s). After having various assignments as a Traditional Reservist, he was selected in 1999 for the Air Reserve Technician program. Colonel McCully has served in multiple positions, including flight commander, squadron commander, group commander, and major command director. Col McCully retired from the U.S. Air Force Reserve in June 2014 and the Department of Veterans Affairs in June 2017. As a retiree, he continues to pursue his hobbies in teaching, photography, graphic arts, landscaping, and traveling. He is a member of various Veteran groups and the American College of Healthcare Executives (ACHE).
Col McCully’s last major Department of Veterans Affairs (VHA) assignments were as the Associate Director at Northport VA Medical Center, Assistant Director at Birmingham VA Medical Center, Administrative Officer at Palo Alto VA Medical Center, and Management Analyst at the Oakland Veterans Benifet Administration (VBA) Regional Office. He was responsible for all administrative and support functions within the medical center for over 600 personnel, including Business Management Service, Canteen Service, Police Service, OI&T Service, Nutrition and Food Service, Environmental Management Service, Human Resources Service, Voluntary Service, Logistics Service, Fiscal Service, Engineering Service, Emergency Management, FOIA and Privacy Act office, and for lease construction projects. Col McCully's major assignment with the U.S. Air Force was as Director of Installations and Mission Support (A7) and Director, Manpower, Personnel, and Services (A1), Headquarters Air Force Reserve Command, Robins Air Force Base, GA; he was responsible for all support functions, including Food, Lodging, and Port Mortuary Services, Security Police, Fire, Emergency Management, Logistics, Contracting, Construction and Engineering, Human Resources and organizing, training, and equipping the command for in garrison and expeditionary Agile Combat Support. These Directorates supported more than 75,000 Airmen, DoD Civilians, and Contractors and consisted of more than 350 aircraft assigned to three numbered air forces, 34 wings, three flying groups, one space wing, and 620 mission support units. The Command has assets at nine primary bases and 61 tenant locations with a $6.3 billion average plant replacement value.
